Every rare sat inside one UTXO (txid:vout), in sat order, with its tags and tier. Unconfirmed UTXOs are read from the mempool, so the answer can change until the transaction confirms.
Every tag gets a tier from its active B630k circulation — sats held by an address that has received bitcoin at or after block 630,000 (2020-05-11, the third halving). It is a proxy for sats that are not lost or dormant, measured per address, not per sat. Base is over 1,000,000 active sats and only single-dimension tags; Classic is 10,000 to 1,000,000; the S tiers are fewer than 10,000, 1,000, 100 and 10 — down to the last of its kind.
Very large UTXOs are listed up to a cap; enumeration of every sat has a time budget and says so when it stops early.
